The HEP Contamination & Assessment Reduction Project

The Contamination Assessment and Reduction Project, a component of the New York/New Jersey Harbor Estuary Program, is attempting to understand the fate and transport of contaminants discharged into the entire estuary, and use this information to take necessary action. The emphasis of this project is to reduce the inputs of pollutants that are now contaminating dredged sediments in New York Harbor. As a consequence of the contamination, dredging operations have been dramatically curtailed in recent years since large-scale disposal options for contaminated dredged material are not available. The project specifically will identify and quantify the sources of the problematic contaminants, determine through mass balance predictive models the consequences of the contaminant loadings on an estuary-wide basis, and apply appropriate regulatory tools to reduce or eliminate the inputs.

The Sediment Contaminant Reduction Work Group (SCRWG) has been facilitating the implementation of CARP. This web page will be updated accordingly to provide information about ongoing activities of both SCRWG and CARP, and also provide a mechanism for better communication and coordination among the many participants of this program

  • On behalf of the Contamination Assessment and Reduction Project (CARP) of the NY/NJ Harbor Estuary Program, the Hudson River Foundation seeks proposals from contractors to develop and apply mathematical modeling tools to integrate available ambient concentration and loading data to evaluate contaminant fate, transport and bioaccumulation in the NY/NJ Harbor Estuary. These models may also be used to provide predictive capability to dredged material and contaminated sediment managers who are evaluating the consequences of various remedial actions. The deadline is Friday, September 8, 2000.
