Request for Proposals: Grants Supporting Projects Identified in the Lower Esopus Stream Management Implementation Plan

The Hudson River Foundation (HRF or the Foundation) was selected in 2013 to serve in an administrative, fiduciary and programmatic role to support the implementation of the Lower Esopus Stream Management Plan (Order on Consent No: D007-0001-11 with New York City as amended in 2023). HRF’s role includes supporting environmental benefit projects as part of a local funding program to address impacts that may be associated with turbidity in the Lower Esopus Stream. This request for proposals is the first of three annual funding opportunities that will be made available under this program. Interested applicants should review both the Lower Esopus Stream Management Plan (SMP) https://loweresopussmp-ulstercounty.hub.arcgis.com and its associated Implementation Plan (IP) https://loweresopussmp-ulstercounty.hub.arcgis.com/pages/recommendations-next-steps. Acceptable projects will be drawn from the projects included in the Implementation Plan (IP) and will identify the project number from the list included in the 2025 solicitation.

The Foundation anticipates that there will be up to $500,000 available in the 2025 solicitation. Interested applicants from municipalities and non-profit organizations are invited to submit a brief letter of interest (LOI). The LOIs will be reviewed and those that meet the general criteria outlined below will be invited to submit a full proposal.
